According to this new system, if the lowest bidder withdraws, then it will automatically pass on the contract to the second-lowest bidder (L2), which will not disturb the ongoing progress of the project. This will ensure that the tenders are streamlined and delays are eliminated while ensuring that infrastructural projects are completed within time.
