In a major step towards empowering innovation in artificial intelligence (AI), the Ministry of Electronics and Information Technology (MeitY), through its IndiaAI initiative, has accelerated the empanelment process of agencies to provide AI computing infrastructure and cloud services. This ambitious move aims to democratize access to AI resources, offering scalable computing power to startups, researchers, students, and academicians, significantly boosting AI development in India.
AI Infrastructure for Innovation: The India AI Mission
The IndiaAI Mission is focused on establishing a scalable AI computing ecosystem, which includes the deployment of 10,000 Graphics Processing Units (GPUs). These GPUs will be made available to support a wide range of AI-based innovations, research, and developments. The initiative will empower a variety of stakeholders, including emerging startups, researchers, students, and academics, by providing them with the computational power needed for AI modeling, simulations, and data analysis.
In August 2024, MeitY, through its IndiaAI Independent Business Division (IBD), published a Request for Empanelment (RFE) on the Central Public Procurement Portal (CPP). This RFE sought applications from agencies capable of providing the necessary AI Compute and Cloud Services to power the AI ecosystem across India.
Widespread Industry Interest and Pre-Bid Response
The RFE quickly garnered attention from industry leaders, as evidenced by the enthusiastic participation of over 50 service providers during the pre-bid meeting held in August 2024. Among the participants were Cloud Service Providers (CSPs), Managed Service Providers (MSPs), Micro, Small, and Medium Enterprises (MSMEs), and Data Center Service Providers. Their involvement reflects the growing interest in AI infrastructure and the urgent need to equip India’s workforce with the tools required for AI research and application.
After addressing queries raised during the pre-bid meeting, MeitY extended the bid submission deadline to November 28, 2024. Following the closure of submissions on the same day, a total of 19 bidders from across various service sectors submitted their proposals, underscoring the high level of competition for this significant project.
Bidders and the Evaluation Process
The bids were officially opened on December 2, 2024, and 19 companies are now under evaluation. The technical evaluation committee will assess each proposal based on the eligibility and technical criteria outlined in the RFE. Eligible bidders will be invited for a technical presentation, during which they will present their proposed solutions. Following this, commercial bids will be opened, but only for those bidders who have successfully passed the technical evaluation.
The agencies vying for a spot in the empanelment process represent a mix of established names and emerging players in the cloud computing and data center industry. Some of the key companies that submitted their proposals include:
- CloudThat Technologies Private Limited
- CMS Computers India Pvt Ltd
- E2E Networks Limited
- Jio Platforms Limited
- Tata Communications Limited
- Yotta Data Services Private Limited
The empanelment will be valid for a period of 36 months, with an option for extension based on mutual agreement. This long-term partnership ensures that IndiaAI has the flexibility to meet the growing demand for AI infrastructure over the coming years. The entire process will remain transparent, ensuring accessibility to all stakeholders involved.
